REMOTE SIRE INSPECTION

Purpose & Scope:

We at Sagital Marine Services Ltd. have come to the realization that Remote SIRE Inspection may not be a temporary measure during these unprecedented times and is here to stay for a longer duration than we previously conceived.

Consequently, We have formulated guidance material for all our Inspectors who are yet to carry out a Remote SIRE Inspection and Inspectors who are not conversant with its process. The material in this guidance is a product of peer learning from some of our Inspectors who have already carried out numerous successful Remote SIRE Inspections

Pre-Inspection

Following are the initial steps for pre-inspection:

Remote Inspection is summoned.
An Auto-generated e-mail is received from OCIMF to indicate the Remote Inspection booking. (See Appendix 1.1, Sample e-mail).
Vessel Operator is required to upload all relevant certificates and documents at least 2 days before the scheduled date of Inspection.
Once Inspector logs in to the SIRE webpage, he shall find 2 repositories.
One containing Certificates and Other containing documents.
The document repository is arranged in an ascending order as per VIQ 7 numbering.

During Inspection:

Following are the steps for the inspection, the steps are not strictly in a chronological order and may change depending on the vessel’s schedule:

Inspector shall review the documents uploaded in the repository, and make notes as per personal discretion/judgement.
Inspector shall request the operator for any additional documents as he deems necessary which are not a part of minimum documents uploaded to avoid duplication.
Inspector shall discuss with the Operator the preferred mode of communication with the vessel i.e., Video-conferencing or Audioconferencing.
Inspection shall plan out the interview of the ship’s staff. The plan will briefly include following: -The various ship’s staff to be interviewed by the Inspector. The interview process is to be planned in such a way that it does not interfere with vessels operations and does not violate any crew and inspector rest hours.

Post-Inspection:

Report making and submission: –

The Operator’s comments are included in the SIRE report, Inspector as per his discretion can amend, re-word or delete these comments or leave it as it is.
We suggest that all points that were verified by the Inspector during the interview/review to be re-worded as per Inspector wordings.
VERY IMPORTANT: Operators may not be aware of the technical aspects of a SIRE report and operator entries may be erroneous. The Inspector should verify each comment/response made by the operator.
Report writing is quite similar to the traditional physical inspections report, albeit some important points are to be mentioned in the report for the readers understanding since this is a remote inspection.
